Verifying correct phone numbers

Checking for correctness of phone numbers. Not necessarily an SMS check, but purely checking if the number is entered correctly. Example: +31 (equals 06 (so 2 numbers), then 8 numbers must follow.

I can well imagine that it will be difficult with phone numbers from different countries, but perhaps an idea to look into it.
